You need to do this by recursion. Write a template something like:

<xsl:template name="nibble">
<xsl:param name="things"/>
<field><xsl:value-of select="substring-before($things,';')"/></field>
<xsl:if test="contains($things,';')">
	<xsl:call-template name="nibble">
		<xsl:with-param name="things"
select="substring-after($things,';')"/>
	</xsl:call-template>
</xsl:if>
</xsl:template>
