Maybe you could exploit some of the hairier parts of the SGML standard
to deal with this, but I'm pretty sure that this hair was removed on
the way to XML.

I guess you have to use an XML parser which then looks at the content
of the billing_address element to transform it into something more
XMLish, for example:

<billing_address>
  <street>123 Any Pl</street>
  <street>Suite 5</street>
  <city>Thisplace</city>
  <state>AB</state>
  <zip>12345</zip>
  <co>Attn: John</co>
</billing_address>

Maybe it is sufficient to use <line> elements rather than the
different kinds of elements I chose.

When it is in this new format, it will be much easier to use XML tools
to work on it.
