One way to achieve this might be by adding one intermidiate layer of template,
	<xsl:choose> 
		<xsl:when match="a">
		</xsL:when>
		<xsl:otherwise>
			<xsl:apply-templates>
		</xsl:otherwise>
	<xsl:choose>
