Hyperlinks and XSL

Given an XML tag like the following how can one create a
hyperlink using XSL rules and actions?

XML:
<image>clinton.jpg</image>


Using XSL, I would like to create the following hyperlink:
<a href="clinton.jpg">clinton.jpg</a>
