indent-start: absolute or relative?

indent start
Given that indent-start is inherited according to the WD, do I take it that
it is an absolute measurement from the margin (left margin if left-to-right)
rather than the containing area?

This presumably means that multi-level lists have to have a separate rule
for each level they support.
