Personally, I think WEBDAV and REST are two rather different approaches. 
  I'm not likely to be working in a WEBDAV-supporting framework in any case.

That's RESTful?  For what definition of REST?

Collections are indeed interesting - but they seem to me to climb upward 
from documents into groups of documents rather than downward from 
documents to fragments.
