Wrong. See

   http://www.w3.org/TR/REC-xml/#NT-PITarget

A PI target is any XML Name except the exact string "xml" case- 
insensitive. <?xml-stylesheet ...?> is NOT "reserved" in any way and  
the specification does not say so.
