How does that square with:

 

"To expedite transition to the Recommendation Track, the XG should address the criteria listed in the Process Document for http://www.w3.org/2005/10/Process-20051014/activities.html#BPCreation and http://www.w3.org/2005/10/Process-20051014/groups.html#ReqsAllGroups, and the advice in http://www.w3.org/2002/05/rec-tips. The most important of these include:

  • Develop a single, largely complete specification or guideline
  • Build consensus around this specification or guideline within the community of interested organizations
  • ..."

XBC did quite a decent job of defining the requirements for the EXI WG, but didn't even attempt to develop a spec.
