It is a strange article.  Conspiratorial, but it suggests 
that the XML technology in concert with the aggregators 
can be used to rig elections.

Someone else tested the URL and this apparently works.

I don't know what to make of that.  Since it 
makes lots of references to some favorite 
technologies hereabouts, it is worth mentioning.
