That would be nice. Write a manual that enables you to test the aileron or other control surface without first checking that another technician is standing under it, or starting a jet engine with another technician in front of it. There is nothing inherently dangerous in operating the machine; it is the environment that is dangerous. Most properly designed systems (munitions may be an exception) should not be able to kill people. There should be nothing in my toaster, computer, or microwave oven that can injure me short of dropping it on my head from a high building. This should be true regardless of what the manual says.
