A lot of useful metadata about documents is data about the processes and pathways that derived the content, rather than a transformation of the content. Blog apps seem to do this reasonably well when the content is generated or edited; so do mail clients. Most other end user apps don't, and you use CVS/CMS systems/BibTeX+CiteSeer to add it. CiteSeer is a trust based community, and allows metadata based searches. But how this is meant to scale to agents and OWL-WS I haven't a clue.
