I haven't seen any alternatives to TCP/IP.  Maybe 
it is a problem we have gotten used to ignoring 
in our bliss with our success with the Web.  Maybe 
it deserves rethinking by minds not wed to their 
pasts.

Meanwhile, sure, social approaches, but realize 
that you are proposing to solve AIDS with condoms. 
Allopathic approaches help but do not cure.

ultimately legislation, policing, and punishment can be the only
solution to minimisation of what we have already determined is a crime.
that's because it's a social, not a technical problem (like grafiti -
ban all spray cans?).
