I haven't seen any alternatives to TCP/IP. Maybe it is a problem we have gotten used to ignoring in our bliss with our success with the Web. Maybe it deserves rethinking by minds not wed to their pasts. Meanwhile, sure, social approaches, but realize that you are proposing to solve AIDS with condoms.
