The development started in 1993.  The ISMID referenced 
here is dated 2001.  There were papers published 
early in the nineties and some prototypes to prove it  
worked.  It was too slow given interpreted implementation, 
and politically unviable given the HTML juggernaut.

To use it now, an XML revision would be necessary.  OTOH, 
it is there and it is revisable.
