http://www.topologi.com/resources/xtext.html  has a little idea about how to revise XML's encoding
declaration system to cover non-XML formats.  The basic idea is to skip over the initial delimiter string,
and so allow the particular text format's comment (or whatever) delimiter to be used. This makes
it backwards compatible. Then allow grudgingly simple hex character references, but don't enable them
as the default.
