How does moving the information out of the document make it any less
of a contradiction to _require_ that an author's intentions are
respected, while at the same time _allowing_ an application to use the
schema it must?
I think you're over-reacting to the word 'hint' and not looking
carefully enough at what the REC says about xsi:schemaLocation -- see
my immediately preceding message.
