That is only true of applications that manipulate XML, rather than use XML as 
an encoding for their data. In fact, it's only partly true, because some 
significant portion of XML applications need to deal with the *syntax* 
directly. Two good examples spring to mind:

1) Editors, that necessarily must preserve information not necessarily 
available in the infoset, and who may often not even be dealing with XML 
documents as such.

2) XML *document* databases, where preserving the *exact* syntax is, in fact, 
a significant requirement.
