[JMC] The root registry serves as a recommended way to avoid key
collision between registries.  Once a root registry is established (or
the UBR can be used as a root registry), it acts as the authority for
key spaces and delegates key partitions such that other registries can
rely upon the root registry for verification and validation of a given
key partition.

[JMC] V3 introduces publisher-assigned keys, which can denote whatever
is required as long as they comply with the rules for keys (must be
URIs).
