Isn't it a bigger problem if data is incorrect? I mean, sometimes the
rules break, but in my experience customers have bigger problems with
unvalidated and therefore more often incorrect data than otherwise. 

The cost of 10% of the phone numbers, zipcodes, etc. wrong is probably
a lot higher than of occassional incorrect, but validated data.

I took the 10%, because I've once heard that data entry typists make
around 10% mistakes. But whatever the number, it does not sound
unreasonable that without validation the number of incorrect data
would be a lot higher.
