David,

The US Environment Protection Agency (EPA) has defined schemas for
facility-related information - it's called the Facility Registry System
(FRS):

http://www.epa.gov/enviro/html/frs_demo/state_xml_format2.html

Quick description: The Facility Registry System (FRS) is a centrally
managed database that identifies facilities, sites or places subject to
environmental regulations or of environmental interest.

These schemas are based on data elements that are found in the EPA's
Environment Data Registry (EDR), a reference implementation of an ISO
11179 registry:

http://www.epa.gov/edr

There may be other current schema initiatives within EPA, but the
schemas have not yet been released - so you should check back in this
domain from time to time.

Hope that helps,
Joe Chiusano
