Happy New Year,

I'm searching for a particular Web services specification, and I'm
wondering if someone may have more information on its status and/or
whereabouts.  It's called "WS-License", and was announced back in
October 2001 as part of Microsoft's Global XML Web Services Architecture
(http://www.microsoft.com/presspass/press/2001/oct01/10-23GXApr.asp). 
Of all the specifications referenced, I am unable to find only this
particular one.  If anyone has any information that they can provide
publicly on the WS-License specification, I would be very grateful.
