I posted this to xmlhack, but it seems like a development that everyone
on xml-dev might want to be aware of:

TAG discussion of XML subsets
http://lists.w3.org/Archives/Public/www-tag/2003Jan/0178.html

Norm Walsh describes "thoughts about what an XML subset should look
like", concluding that the subset "must be backwards compatible with XML
1.1" and "must define a language that excludes DTD declarations".

It sounds like it's early yet, but this is probably a thread worth
watching, participating, and discussing, especially while it's in the
public TAG area and not yet in the member-only XML Core.
