I don't understand this.  I thought in your desired scenario they were
using XML Schemas, so there isn't any DTD at all except for entities.
If there *is* a DTD, why doesn't it include the entities already?  Or
are you thinking about characters only this user wants?

And if you don't think they can add or augment a DTD, just what *would*
be acceptable?  Please give an example of something you think we be
reasonable.
