That's probably true.  But it illustrates part of the problem here:
very few of the people who've told me they need a new character entity
mechanism have been thinking of a standardised set of entities as the
solution.  They've been talking about an xml syntax for entity
definitions, maybe part of schemas, maybe tied to namespaces, maybe
scoped by element nesting.

We need all the people who think they need a new mechanism to get
together and thrash out what they really need.  And very few of those
people are on the Core WG.
