Some folks seemed to think that HTTP's rules for case-insensitivity (host name always insensitive) should apply URIs across the board, but there was no consensus on that, I believe. Perhaps I've read too much into that to say there is no equality function for URIs, but I suspect that there is no equality function which can function successfully across all of the URI schemes.
