Thre is no reason you can't send '<' or '>' or any other character in the body of an HTTP POST request. You don't need to URL-encode it. As for how to do it, you just need the ability to construct a POST. If I were you, I would not rely on a web browser to do so on its own. http://skew.org/xml/misc/xml_vs_http/ explains why, but I don't offer any suggested implementation strategies in that article.
