I meant to say that it is not necessary (nor possible) to define case-insensitive, relative-URI-aware equivalence for for every possible URI scheme. The vast majority of namespace URIs are HTTP you can get good bang for buck in defining equivalence rules for HTTP URIs and leaving the rest as a pure string comparison -- as per the status quo.
