That can't be changed by the W3C.  The issue is the W3C on accepting 
patented technologies into its specifications.   It is possible that 
part of the solution to the problem will be to explicitly define 
the roles of specifications and standards and to explicitly declare 
the W3C relationship by policy to each of these when a patented 
technology is being considered.

they have been there for years and I'm out of touch with reality: I'm
