I've noticed that almost all the elements in the W3C XML Schema Language 
can have arbitrary attributes from other namespaces. For instance, this 
allows you to make an xsd:attribute element a simple XLink by giving it 
xlink:type and xlink:href attributes or identify the language of an 
xsd:notation using an xml:lang attribute.

However xsd:appInfo and xsd:documentation alone among the 40+ schema 
elmeents do not allow this. Why were these two elements singled out not 
to allow arbitrary attributes?
