I'm afraid I have to agree here.  What's the point of the version attribute
on the XML declaration if XML can never change?  That's what this attribute
is for isn't it?

XML has been stable for the last couple of years and now it's time to
improve it a bit.  People who don't want to use the new characters/line
delimiters can mark their files as version="1.0" and people who do can use
version="1.1".  It's naive to think that there aren't a whole lot of things
that have to be agreed upon beyond the fact that you're exchanging XML
before two applications can interchange data.  What's one more thing like
the version number of the XML?

XML can't stay the same forever.

The trouble is stability vs. extensibility.  XML 1.0 has remained stable
since 1998 at the expense of extensibility.
