Thanks for the note. Yes the whole path is required to the DTD.
I put the DTD in the same dir as the Catalog (because many
other DTDs are already there). Re-start, re-boot, and still the error.

Finally, seeing that the file type for web-app_2.2.dtd was txt and 
not dtd, I copied and disembowled an existing .dtd file, put in the 
web-app content so file type was .dtd, and restarted. >> Success.
