There is a common thread of discussion in xml-dev
about design/analysis topics outside narrow syntax/semantics of XML.
Does this make sense to have a separate email list, such as "xml-arch"
for architecture and design issues?

To quote the xml-dev charter this is "where serious XML developers share ideas
and stay up-to-date on issues in the XML development community". Wouldn't
want to offend these very serious developers with trivial design questions...
