I guess for people representing organizations, this is still the case:
the organization will pay the membership fee, airplane tickets, and
other expenses.

The problem is, when you contribute to standardization, you don't work
'for' the standards body. Instead, you work 'for' the people people
that use the standards; in the case of W3C internet software
developers and internet users. Since the W3C standards themselves are
available for free, there is no way to have the people that you work
'for' to actually pay your expenses.
