... this is a seriously flawed question.

Is *anyone* going to answer that it's okay to have "flaws"?   This is
the kind of argument that us developers use with managers, and as the
managers always answer, so I'll transform the question:

[  ] It is vital to ship Schema quickly, even if it is less complete.
[  ] It is vital to quickly ship an extensible base Schema set with a
clear path for further additions and developments.
[  ] It is vital to ship Schema by <date>          </date>, in a form
that may be regarded as complete (for some value of "complete", please
specify:                                                             ).
[  ] It is vital to delay the shipment of Schema until it is considered
complete by <percentage>   </percentage> of the developer community.

It is *never* vital to publish a specification with known "flaws," in
the sense of mistakes.  It may be permissible to have "flaws" that
represent areas of incompleteness ....
