Outside the context of using URI references as unique identifiers for
abstract types, I think that the use of relative URIs is obvious (I am
using them in all my web sites).

In the context of identifying abstract types, it seems less obvious
unless some applications want to kill two birds with one stone and use
the URI to dereference a resource in which case we may have the same
benefits from relative URIs than above.

Some posts on the xml-uri list have also mentioned the possibility of
using kind of "local abstractions" (which scope would be private) which
could want to use relative URIs as identifiers.

Sure. Even if it's sometimes difficult to predict future uses of a
technology.
