Not really:
I can use
<graphic type="svg">
...
</graphic>
just as well as
<svg:blah>
</svg:blah>
I'd argue that the former is cleaner overall. Again though, the
point is that me or my application controls the markup and it's
semantics to a point where I don't need namespaces.
