Phil, Answering your question : yes it complains the same way.

Nevertheless, I know that xml:lang is a reserved attribute and that's 
exactely the reason why I want to use it in this way.

<!ELEMENT TEST (#PCDATA)>
<!ATTLIST TEST
  xml:lang NMTOKEN 'fr'
 >
]>
<TEST xml:lang="fr">Some text in french</TEST>
