I think xml:lang is a reserved XML attribute, so that could be why Xerces is
complaining. Does it complain if you do:

<!DOCTYPE TEST  [
<!ELEMENT TEST (#PCDATA)>
<!ATTLIST TEST
         xml:foo NMTOKEN  'fr'
 >
]>
<TEST xml:foo="fr">Some text in french</TEST>

- if it does, it must not like namespace-prefixed attributes in the DTD
