tool 2 display/modify picture represented as xml file?

Hi,
    Does any one know of the tool which can display a picture (stored as
xml file) containing simple geometrical shapes (rectangles, lines,
circles).  It should also give flexibility of modifying the current
shapes and save it again back as XML file.  It should be preferrably
java application (freeware) and produce events when any shape is
added/modified so that I can do some processing depending upon that
event.
