... and allow whitespace!  It'd be a lot simpler if EMPTY just
were interpreted to mean "no elements or #PCDATA allowed".  One
less special case to worry about.

On the other hand, none of the content model validity restrictions
mention comments or PIs.  It's safest to read that as meaning that
there are no restrictions ... else every implementor would write
their own proprietary set of restrictions.
