Basically, we tried to make SAX1 easy to implement and we tried to
make it easy to use, but where there was a conflict, we almost always
favoured the implementors over the users.  I know that sounds
completely wrong, but it seems to work.  For a theoretical
justification of this approach, see one of my most-quoted references
