Hmm, I see now.  The relevant sentence is: "The right angle
bracket (>) MAY be represented using the string "&gt;", and
MUST, for compatibility, be escaped using "&gt;" or a
character reference when it appears in the string "]]>" in
content, when that string is not marking the end of a CDATA
section."

'for compatibility' is defined as: "A feature of XML included
solely to ensure that XML remains compatible with SGML."

I think it is fairly safe to say that SML will not be
compatible with SGML.
