What was the SGML reason for forbidding ]]> in parsed character data?

Well, surely there will be some escape for < provided in SML.
Suppose it is &lt;, which is both XML and HTML.  In that case,
it wouldn't be much brain strain to require &gt; for >, thus
retaining XML-compatibility.
