I would be utterly stupid to even suggest that content be restricted to English. Dropping the encoding issue in the SML spec might not be a bad idea. As I wrote in my reply to Joe Lapp, we can introduce an element for inline encoding hint. BTW, I just loved your comment regarding "perfect" translators.
