Here's the correct syntax: <!DOCTYPE test[ <!ELEMENT comment (#PCDATA)> <!ELEMENT rho0 (#PCDATA| comment)*> ]> It allows any number of comment elements inside a rho0 element, but it seems to be the only winning combination.
