Isn't this an improper use of processing instructions?  Your question seems 
to be concerned with which security attribute the processing instruction 
would have, but I did not think processing instructions were supposed to 
*have* attributes (or child-elements, for that matter).  The security level 
ought to be completely irrelevant to the processing instruction, shouldn't 
it?
