RFC: Attributes and XML-RPC

Ever since discussions on XML-RPC started, the question of how to use
attributes, or if to use them at all, has been a constant source of debate.
Tim Lundeen of WebCrossing has pitched hard on the use of attributes, and I
have responded in a public mini-essay here:

Till now, I hadn't had a chance yet to write about this, so far all the
discussions have been less formal. If you have feedback or suggestions, they
would be welcome.
