Historically inaccurate.  XML was an official W3C activity starting
in July '96.  The re-organization you describe (accurately) was part
of a W3C-wide process regularization.  It is correct to say that the
W3C staff & management didn't really take XML seriously until the
late spring of '97. -Tim
