XML keyword definitions

All,

My colleagues and I at Control Data are implementing a parser in perl to
take a piece of xml and break it down to its individual components, ready
to store in a tree.

For this to work though, they need to understand the definition of the
keywords in xml. Am I right in assuming the document type declarations and
markup declarations which begin with an <! are all self-contained internal
keywords which have no other dependencies.
