An XML document can be completely well-formed without a DOCTYPE declaration (where, BTW, the DOCTYPE and SYSTEM keywords would need to be upper-case). However, as there is an implied <!DOCTYPE html ...> with HTML files, in XML, you can imply a DOCTYPE from the root element. The first start-tag is the start-tag of the document element; when it ends, the document is over. Any markup or data (i.e., non-"misc") after the document element's end-tag is an error.
