If this is the case, I believe the answer is that DTDs and PIs will not appear embedded. The DTDs and PIs would appear elsewhere. Where? I'm not sure that this has been decided yet. Namespaces will partly resolve this issue, but the document will still have to declare the namespaces somewhere (and this doesn't help us with PIs). Are these issues really open, or am I just out of the loop? I understand that there was an "XML in HTML" W3C meeting in February.
